Curriculum Vitae

(Barcelona, 1944). Professor of International Economic Organisation at the University of Barcelona and Honorary Director General of the European Commission. He graduated in Law at the University of Barcelona and became Doctor of Political, Economic and Commercial Sciences at the same University. He extended his studies at the Institute of European Studies (Geneva) at the International Marketing Institute (Cambridge) and at the Harvard/Tufts Fletcher School of Law and Diplomacy. During his career he worked at the International Trade Centre (UNCTAD/GATT at the ONUDI. He was Director of the American Institute of Economy, at the Centre for Studies in International Economy of the Chamber of Commerce, Industry and Navigation of Barcelona. He has also rendered services to the Generalitat de Catalunya, where he was Director General of Commercial Promotion, entrusted with actions for the promotion of exports, attraction of foreign investments and development of trade fairs. And at the European Commission where he was among other things, Chief Negotiator for the entry of Finland into to EU and responsible for relations with the countries of the Caribbean, Pacific and Indian Oceans. He was also a Professor at the University of Sevilla and Guest Professor at the University of Georgetown and at the European College in Bruges. He is the author of fifteen books and numerous articles on matters of foreign trade, international economic relations, economic development and European integration. He has been awarded a number of decorations and is Senator for the JCI. He has been decorated by the Governments of Finland, Spain and Austria.
