José María Gil-Robles, former President of the European Parliament, expected a two-speed funding for de EU after its revision of the multiannual financial framework, scheduled for 2016, following the precedent of joining in the institution: "It seems clear that the system should be reviewed to generate own resources and can not rule runs resulting in a double budget and financial framework: one for the whole Union and another for the core countries of the euro, the Euroeurope". Gil-Robles has made this reflection during his admission to the Real Academia de Ciencias Económicas y Financieras of Spain (RACEF) as full member during an academic session was held this afternoon at the Palau Macaya Obra Social La Caixa of Barcelona.
The new Academician, which currently chairs the Foundation Jean Monnet pour l'Europe, read the inaugural speech "The funding Eropea Union", where it is highly critical of the "fair financial return" imposed by Margaret Thatcher, defends the need for governments will ensure the financial independence of the EU and outlines the mechanisms to achieve it.
"The drift towards a funding by member states has been perverse. Under the guise of fair return, the most developed states pay proportionately less than the least developed. Britain and the Netherlands contribute with 0.68% of its GDP while Cyprus accounts its 0.94% and Greece its 0.92%", he considered.
