(1927, Salas, Asturias). Degree in Economics in the First Promotion of this career, he received his doctorate in Extraordinary Prize in 1956. Professor successively of Economic Structure at the University of Barcelona and of Applied Economics in the Complutense of Madrid. Rector of the Hispano-American University of Santa María de La Rábida (1974-1977). Director of the Asturian School of Hispanic Studies of the University of Oviedo. Since January 2015, he is president of the Real Academia de Ciencias Morales y Políticas. Professor Emeritus of the Complutense University of Madrid and San Pablo CEU. Counselor of the Tribunal de Cuentas (1991). President of the Real Sociedad Geográfica (2002). Vice-president of the Real Sociedad Económico Matritense de Amigos del País.

Prince of Asturias Award for Social Sciences (1992). Jaime I Award for Economics (1996). Infanta Cristina Award for Economy of Castilla y León (1997). Rey Juan Carlos Award for Economics Prize (2002). Campomanes Prize (2005). Doctor Honoris Causa by the Universities of Oviedo, Seville, Comillas, Alicante, Valladolid, Francisco de Vitoria and National of Distance Education, Honorific Agronomist and Member of the Academy Scientiarum et Artium Europaea, of Merit of the Portuguese Academy of History and corresponding to the Academy of Political and Social Sciences of Venezuela. Medal of Honor from the Menéndez Pelayo International University. Collegiate of Honor of the College of Economists of Madrid, and of the Associations of Agricultural Engineers of Andalusia and Madrid.
